There have been a few reports where Gig Performer does not show any MIDI Output ports on Ventura 13.1 — note that this was not an issue on initial release of Ventura. It seems that Apple has introduced a bug into MIDI handling.
The fix is apparently quite simple. Open Audio and MIDI Settings and just enable IAC. Then open Gig Performer again and your MIDI output ports should now be visible. It also seems to be the case that you don’t need to leave the IAC port enabled afterwards.
